TITLE: Librarian
Purpose
and Scope
The
librarian will manage the planning, administrative, management
and budgetary functions of the college’s library services. The
Librarian will ensure the provision of professional and responsive library
services to the college community, including but not limited to:
RESPONSIBILITIES
Library
Management
· Manage and develop convenient,
accessible library and information services
· Manage all library activities
and take full responsibility for the library services of the college,
including the safety and security of the library’s facilities and
resources

functioning.

information-literacy training and instruction for students and staff

stimulate use of the library’s programs and services
· Initiate interlibrary loans

TechnicalServices
· Manage the integrated library
system
· Direct all cataloging, DDC
classification, and collection management
· Manage collection development
and acquisition of all new materials
· Work effectively with faculty to
organize and manage materials on reserve for college courses
· Oversee verification of bills
for new procurement and maintenance of records for payment of invoices
EXPERIENCE,SKILLS
AND ABILITIES
Education: An advanced degree in library
science.
Experience: The candidate should have at least
2-3 years of work experience as a librarian.
Knowledge
and Skills:
Skilled in library organization and management, including
training and supervising staff (including student workers). Good knowledge
of integrated library systems, reference and research assistance, database
searching, etc. Strong interpersonal skills.
Personal
attributes: Hard working, active interest in providing high-quality
service, excellent oral and written English language skills, attention to
detail and ability to build others’ knowledge and enthusiasm for effective
information retrieval. International experience is very desirable, but
not essential.

ENVIRONMENT
The
Librarian reports directly to the Dean.The position may require
some evening and weekend work on a rotation basis.
SALARY
AND START DATE
Salary
will be at local rate and paid in local currency (Ngultrums). Start date
is February 17, 2014 or thereabouts. If the applicant would like to take
advantage of an unpaid break during the college winter vacation, which
goes from mid-December until late February, it would be possible to start
in late October or in November, 2013.

CONDITIONS
Royal
Thimphu College is located just 6miles outside of Thimphu,
the capital city of Bhutan, in a peaceful natural environment.
Summers are pleasant and warm while winters are cold but sunny and clear.
Thimphu, at an altitude of about 7,000 feet, has a population of just
over 100,000 people including resident expatriates from many countries.
Access to Thimphu, which has numerous restaurants and shops as well as
the country’s best medical facilities, is provided by city bus
service. On campus housing is available for many of the faculty and staff.

Royal
Thimphu College, founded in 2009, is Bhutan’s first private college. It
enrolls about 900 students in a wide variety of fields including business,
IT, environmental studies, political science, sociology, English and Dzonghka.

Manager of Acquisitions and
Collections, Wenzhou-Kean University Library, Wenzhou,

The Manager of Acquisitions and Collections provides
supervision, leadership and coordination of collection management activities in
the following areas: acquisitions, bibliographic control, collection analysis
and assessment; collections budget development; and management for print and
electronic collections for the Wenzhou-Kean University (WKU) Library. Reporting
to the Library Director and as part of the Library management team, this
position strongly influences the effectiveness of the University Library in
delivering necessary educational and study content to students and faculty.
This position is located in Wenzhou, China and requires a flexible schedule
which may include evening and weekend hours. The city of Wenzhou is a river port crisscrossed by canals
and tributaries. The Wenzhou-Kean campus is in a newly re-developed area
about 30 minutes outside of downtown, surrounded by picturesque mountains that
kept Zhejiang isolated from much of the rest of China until recent decades.
There are campus or city housing options.
The Wenzhou-Kean University Library will be a multi-story campus
centerpiece and will provide state-of-the-art digital and print resource access
for an English-language curriculum for up to 10,000 students. Responsibility
for immediate collection building and management for current students and
faculty in a temporary setting is required. As a campus center, the future
Library will also include a café, gallery space and academic conference plenary
and breakout facilities. The Library will be one of the largest English
Language academic collections in Zhejiang Province in the areas of business,

Qualifications: M.L.S. from an accredited English language
Library Science program and a minimum of two years of professional library
experience and professional accomplishments in an academic setting required.
This experience must include managing library collection services with an
emphasis on print and electronic resources management, including acquisitions,
collection development and management and vendor relations. Candidate must have
excellent oral and written communication skills, including public presentations
and library conference papers. Preferred qualifications include at least two
years of demonstrated supervisory experience; experience with electronic
resource management systems; and an advanced business or social science degree
and/or relevant experience in business disciplines.

SPECIFIC DUTIES AND RESPONSIBILITIES
1. Making the Union’s knowledge accessible
• Actively collect and catalogue IUCN publications abiding by
the highest standards of the profession;

Selectively purchase and catalogue non-IUCN publications in order
to expand and enhance the library’s collection;
•
Manage the periodical collection, including subscription renewals and
check-in/out system;
•
Maintain the library database, including liaising with the Information
Systems Unit for any necessary updates and/or enhancements;

2. Providing research support
• Assist users (both internal, external and visiting staff)
in locating needed information using local resources as well as
those accessible through the Internet;
• Operate and maintain circulation and loan services,
includingmonitoring and claiming and document delivery services;
• Circulate current awareness bulletins (“New Library
Acquisitions”, “Off the Shelf”, etc.);
• Maintain regular contact with IUCN Regional and Country
Offices, IUCN Commissions, IUCN Members, and other partners to provide
advice and information on standard library procedures and to
ensure completeness of the library collection;
• Investigate options for acquisition of new electronic
resources for use by IUCN Secretariat staff, IUCN Commission members,
staff of IUCN Member organizations, and other stakeholders, through
contact with
vendors and library consortia;
• Contribute when appropriate to discussions surrounding
library partnerships.
3. Managing the Union’s records and historical archives
• Maintain and further develop the database for grey
literature;
•
Assist the Publications Manager with the Photo Library,
including soliciting photos, image processing, data entry, assistance to
users;
•
Begin collecting and organizing documents for an IUCN historical archive;
•
Engage in process of establishing records management policies
and guidelines, and, once these are in place, support and provide
guidance on compliance with said policies.
REQUIREMENTS
• A degree in library science or similar qualification.
• Two to three years of experience working in a library,
documentation centre or information service.
• An interest in applying new technologies to library
management, particularly with respect to electronic publishing.
• Knowledge of, and interest in, archiving and records
management practices desirable.
• Meticulous in applying the skills of the profession.
• Computer literate with Microsoft Office tools as well as
database applications.
• Fluent written and spoken English are essential. Knowledge
of French and Spanish would be additional assets.
